Rapaport also lets us know that the agreement maintains certain reserves as "the discussions were often intense but the majority was willing" and yet "the agreement calls on Zimbabwe to establish uniform procedures for the extraction of diamonds in Mozambique" in order to reduce smuggling and illegal trade of diamonds in Marange said Izhakoff "


Against this controversial agreement inevitably touched on the human rights violation but most agreed that such problems could be solved through the implementation of the Kimberley Process.


Another issue that was mentioned but no deal was the need for redefinition of "blood diamonds" or expanding the current definition, as in Zimbabwe there are no problems with the use of diamonds to fund rebel conflicts, much less insurrections, but there are allegations of human rights violations.
